Can I gloss paint cement if I stabilise and prime it first?

My window sill is made from tiles, the original glazed surface has long gone so is now basically a cement type surface (porous). I want to have a gloss finish on these tiles (they had it before, I just took 3 days to get rid of the thick layers), but can only find exterior gloss for wood and metal. But, I found some primer in B&Q for wood, metal and brick which I could use. Can I get away with using this primer (after using a stabilising solution)followed by a gloss paint designed for wood and metal?
