Oman- a little help please?

So I've applied for a nursing job for the Ministry of Health in Oman and I'm up for an interview with the employer in June. I've worked in Dammam, KSA for about a year but I haven't finished my contract (went home to take care of an ailing father) so therefore I didn't get a No Objection Certificate (NOC) from my previous employer. So my questions are: will I need an NOC to apply for Oman? Should I tell my prospective employer that I've worked at an Arab country before? Please help....so confused!
