Wouldn't the most fair tax reform be to eliminate EITC and other credits, enact a flat 10% across the board?

I would love a 10% fair tax, I'd even be willing to go as high as 15 maybe 20 but 10 would be idea. The "rich" would still be contributing more because 10% of rich is more than 10% of average. Everybody would have a stake in the game, that'd pretty much be idea.
